World Rugby needs to determine the style of rugby it wants to showcase the game. Once determined, it then needs to review what rules need to change to promote that style. If they decide on the status quo, where huge defense and four penalties win a world cup, then keep current protocols and rules. But if future winning teams needs tries to succeed, then much change is required - starting with the chair!!!!
Yes agreed. Urgent need to address the ridiculous substitution rules whereby entire tight 5 replaced in last 20 mins. Also endless midfield bombing (extend the mark rule?) and the yawn fest that is the lineout drive. Once momentum stops there should be no warning but immediate turnover.
Sir Bill Beaumont's running of World Rugby is disgraceful. Commissioning such a patsy report will have zero effect when the concussion issue goes to trial. World Rugby desperately needs mitigation in this huge threat to the game. This report doesn't come close.
